Well it depends heavily upon what exactly you want to do with this computer. If you want it to be a gaming computer, your going to have to buy Vista for the DirectX 10 stuff your going to need to get the most out of your video card. As far as the temporary operating system until you get it set up ... I'm always partial to a Linux/Microsoft duel boot, but yeah your probably going to want to use XP.
Also as far as the Power Supply, what exactly do you plan on running? If your going to have 4 hard-drives a couple optical drives and 2 videocards, your going to need some serious power. But I'm running a videocard, board, 3 hard-drives, and 1 optical-drive ( and 6 fans o_O) all on a 550watt powersupply. Now your going to need to make sure it has all the proper plugs for your motherboard, but still, your not going to need one of the massive powersupplys for a quad-SLI system ^_^ that would save you about $100 right there.
Towers are a very tricky pick. Depending upon where your computer is going to be [on the ground, on a desk, next to a wall, or sitting under your books] will be the main influence on how much cooling airflow can do. Unless you want to invest into water-cooling or some such alternative, but those aren't exactly budget friendly. A good all-around case is a front to back ventilation pattern is probably what your looking for.

(You'll need to decide if noise is a factor too) A good case will come with all the fans in it, which is usually also a sign of a good case. But it is possible to get a case and add fan slots, it will make your case look very weird though.
Monitors are actually a tough deal. I recommend you do a lot of looking into it before you pick one. I totally lucked out and got a great one as they were getting rid of their display model, but yeah. Monitors are expensive (like "my food money for 3 months" expensive) but if you know what your looking for and are willing to wait, ... you'll get a good enough deal. [It has something to do with creating realistic expectations and the "HA it's on sale!" combination I'm sure]
